We are looking for a highly organised lead in Finance and Contracts lead to join our Public Health team. The successful postholder will lead on finance and payments, contracting and performance management of Public Health commissioned services and Public Health functions. Excellent financial and performance management, analytical, budgeting, and financial-related projection skills are essential, with substantial experience in finance and payment processes and in delivering effective programmes of work. We are looking for a candidate with excellent finance and performance-related report writing and presentation skills, tailored to a wide range of audiences. You will have a good understanding of Public Health, the commissioning cycle, procurement, contracting and performance management, payment processes and governance and decision-making within a local authority context. Proficiency in Microsoft Excel, including analytical skills is required.
Public Health commissioned services include, but are not limited to, Sexual Health Services, Drugs and Alcohol Services, NHS Health Checks, Stop Smoking Services, Lifestyle and Prevention Services and wider determinants of health. Services are delivered by a wide range of NHS providers (acute and general practice), pharmacies, voluntary and community services, amongst others. This role provides the opportunity to deliver a key role in achieving high-quality Public Health service provision and in obtaining cost-effectiveness for Ealing residents, and to improve population health.
Reporting to the Public Health lead in sexual health, a considerable part of this role involves contract, performance, and financial management of commissioned, mandated, open access, specialised sexual health services, as well as other Public Health commissioned services and responsibilities. Experience in Public Health-related commissioning and contracting is preferred, with good knowledge of the sexual health commissioning system, or strongly transferable experience and skills.
The role involves strong collaboration and systems working across organisations and with internal partners, as a key lead. You will collaborate closely with Public Heath Leads, Commissioners, Finance, Procurement, Legal and other internal corporate partners, as well externally with London Councils, NHS organisations and a wide range of Public Health service providers. Strong communications, with the ability to convey complex financial information is a meaningful way, with effective negotiation skills are key. The role includes regular liaison, relationship management and partnership working with multiple provider and commissioning organisation across the system, where there may be conflicting priorities.
The postholder will be responsible for ensuring timely, accurate payments, and for developing and delivering effective financial, performance and contract management processes, and in monitoring and evaluation. The role requires providing evidence-base financial, performance and contracts-related information and expertise to inform commissioning, finance, and governance decisions, planning and delivery.
We are looking for a candidate who has advanced finance and contract-related skills and abilities, who works flexibly, with the ability to work independently, with minimum supervision. You will lead in your own areas of responsibilities, whilst ensuring effective communications, risk management, prioritisation and team working, across public health programmes.

The location for this role is Perceval House in central Ealing. Currently, most staff are hybrid working, with office working strongly encouraged for at least 2 days a week. The role will also be required to attend key meetings in person across London (the on-site requirements may change depending on the needs of the department, organisational policy, and the requirements of the role).
