Job description

The Infrastructure Planning Manager is a brand new post within the Planning division reporting directly to the Assistant Director of Planning, Design and Sustainability in the Economy and Sustainability Directorate. You’ll join a leadership team with ambitious targets and have a small team of direct reports to achieve the council’s objectives of delivering infrastructure across the new local plan period.

It is an exciting time to join the council, with our Plan at Regulation 19 stage, we have an up-to-date Infrastructure Delivery Plan, and you will play a key role in ensuring the infrastructure we need to support our ambitions for our seven Towns is delivered.

The team has significant s106 funds to manage and oversee. We now have Exacom and new s106 collection and spend governance arrangements in place and work has started supporting and a scrutinising services spending plans. It is a great time to build on this solid foundation, to secure the investment the borough needs, with a transparent service for both stakeholders, residents and politicians.

Alongside the local plan the council is developing its own CIL and we have an ambition to have this is place by early/mid 2025. You’ll have an opportunity to bring your expertise and experience to help devise governance around CIL and NCIL making this a career influencing time to join the division.

We are looking for an individual with expert knowledge of S106 and CIL regulations, management and processes, experience in working in the complex field of infrastructure in an urban environment and with the ability to lead and motivate a service, working closely with stakeholders within and outside of the council.

The successful candidate will be working in a directorate full of people dedicated to achieving great things, and in an organisation with an appetite for innovation and continuous improvement to ensure we deliver the best for our residents, businesses and visitors.

This role is deemed customer facing and as such you must have a command of spoken English which is sufficient to enable you to effectively perform the role. This requirement relates to Part 7 of the Immigration Act 2016.

This role is subject to Ealing Council’s enhanced vetting process.
