Job description

Ealing Council have an exciting new opportunity as Electrical Qualified Supervisor available on a full-time basis to be the qualified supervisor (QS) for the council’s NICEIC corporate membership, supervising the quality and compliance of all electrical work to ensure it meets the necessary requirements.

This is a position of technical authority and carries out a corresponding level of responsibility, and so we require the post holder to hold a valid qualification as supervisor (QS) for the council’s NICEIC corporate membership, to supervise the quality and compliance of all electrical work.

The post holder will support the NICEIC principal duty holder (PDH) in their role to ensure that the following tasks are carried out;

• Arrange safe systems of work.
• Check the competence of staff and contractors doing electrical works
• All electrical trade staff and contractors are fully briefed and supervised
• Create or supervise Risk Assessment and Method Statements
• To supervise electrical installation works undertaken by staff and contractors
• To assess the competence of all staff and contractors for electrical works
• To implement a program of skills development for all relevant staff
• To plan, implement, check and review all electrical works in the London Borough of Ealing Property Services portfolio
• To supervise staff and contractors and audit works to report areas of non-compliance or unsafe working practices
• To advise the PDH of any electrical system or competence improvements required
• To ensure that electrical work meets the requirements of the current BS 7671 and Building Regulations/Standards and other Health and Safety Legislation
• To foster and encourage a strong culture of positive health and safety and electrical compliance.

The qualified supervisor needs to be a personable character, able and willing to engage with different stakeholders, internal clients, colleagues, and contractors, to plan the electrical works, managing the access, availability, negotiating limitations, and ensuring a smooth implementation of works to achieve compliance and value for money.

This is an excellent opportunity for a person with senior technical knowledge and experience who wants to access a managerial level to exert a positive influence at a council level.

The successful candidate will have a managerial style based on technical authority, humble but convincing style, able to adapt their communication depending on the audience.

You will be engaging, methodical, a good listener and communicator, able to identify, structure and elaborate solutions to complex problems, and prioritise under pressure.

The Property Services department has an excellent team and resources to support this position.

Our CAFM /IWMS system is Concerto.

We will value a similar experience managing large and complex portfolios, where some assets are managed from a landlord perspective and some others are managed as service provider perspective.

Experience managing or as an advance user of CAFM/IWMS system will be valued.

Successful experience managing teams of technicians, contractors, stakeholders, subcontractors, will be requested to evidence with samples.

You will be proficient in a full range of MS Office applications, FM business IT systems such as Concerto (CAFM), Trend (BMS) and other building related control systems.

You will have the authority level to plan, commission, supervise and report planned preventative maintenance of electrical certification and remedial work together with reactive maintenance up to an annual value circa £650k.

You must have the right to work in the UK. Evidence for the right to work in the UK will be requested at the interview stage.
