About the Role

We are seeking a dynamic and motivated systems leader with proven experience to shape and redesign the ways of working between the 8 North West London (NWL) Authorities and the local Integrated Care Board (ICB), Provider Collaboratives, and the wider health system. The role will be central in developing clear strategic priorities, joint areas of work of mutual benefit, and establishing and maintain a sustainable engagement framework between the authorities and the health infrastructure.

With major changes announced in the North West London ICB in 2025, it is a fantastic opportunity for this newly created role to shape our collective work.

About Us

The role is employed by Ealing Council and is part of the West London Alliance (WLA) directorate. The WLA is a public sector partnership between seven West London local authorities of Barnet, Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon and Hounslow. Our team delivers initiatives in the sub-region, working across borough boundaries and focussing on the priority areas of: economy and skills, employment support, mobility and transport, housing, health and care, and digital.

As the Assistant Director NWL Health Integration you will be working to the nominated lead NWL Chief Executive and the nominated thematic leads from the Directors of Children’s Services, Adults Social Care and Public Health, the role will bring together a single collegiate voice of the eight local authorities and will support engagement with ICB, Provider Collaboratives and the changing health environment.

The key responsibilities for the role are:

  • Strategic Leadership & Alignment: Lead the alignment of NWL local authorities with the Integrated Care Board and health system partners, ensuring shared priorities and strategic coherence
  • Programme Delivery & Transformation: Drive the delivery of complex transformation programmes, including service planning, policy development, and continuous improvement across borough and system level.
  • Stakeholder Engagement & Influence: Establish and maintain a sustainable engagement framework with stakeholders, influencing policy and fostering collaboration across health and local government sectors.
  • Performance & Impact Monitoring: Design and report against a KPI framework, deliver annual impact reports, and ensure accountability and transparency in programme outcomes.
  • Operational & Financial Oversight: Manage staff, consultants, and budgets (up to £500k), oversee grant funding, and provide strategic advice to senior leaders across NWL councils and the ICB.

Our ideal Assistant Director NWL Health Integration will have the below skills and experience:

  • Strategic and Policy Expertise: Deep understanding of local authority services, particularly in health and social care, and the broader strategic and policy environment, including opportunities from devolution and public service reform in London.
  • Leadership and Relationship Management: Proven ability to operate strategically and manage senior-level relationships across diverse organisations and partnerships to drive improved outcomes.
  • Programme and Project Delivery: Demonstrable success in delivering complex, high-value, multi-stakeholder programmes involving business transformation and public service reform.
  • Collaborative Partnership Working: Experience in fostering collaborative relationships in both public and private sectors, especially in contentious or high-stakes environments, with a focus on trust and accountability.
  • Financial and Strategic Planning: Strong knowledge of bidding processes, budget management, and external funding, alongside the ability to translate complex data into coherent strategies and compelling business cases.

Qualifications: Degree-level education (or equivalent), ideally with a professional qualification in health or social care, and a track record of continuing professional development and experience in the sector.
