Job description

Insight Executive Group is proud to partner exclusively with Ealing Council, to source two experienced and effective Category Leads within the council’s highly regarded Commercial Hub.

The two opportunities that are now open to candidates to apply – exclusively with the IEG Procurement Team – are:

📌 Category Lead – Place
📌 Category Lead – Corporate Services

As Category Lead for either function, you will be joining a dynamic environment responsible for managing the council’s major categories of expenditure, creating opportunities to improve, leverage and drive the implementation of best practice procurement across their annual revenue spend of more than £320M.

You will participate in tenders across the whole range of services Ealing buys, and your main role will lie within your specific function, i.e.

  • Place – working on projects that include housebuilding, housing stock maintenance, corporate building repairs, electrical and          mechanical services and facility management.
  • Corporate services – this will include services such as ICT, HR, for example temporary staff spend and training, legal services, including financial services and audits, as well as other vital corporate service spend, such as environmental services, transport and travel management.

In addition to being professionally skilful and commercially astute, you will also need to demonstrate a successful record of partnership working in multi-disciplinary teams, including consultation and negotiation.

You will

  • have commercial expertise in complex, large scale and high value public procurement
  • have detailed understanding of public procurement regulations and the changes currently taking place
  • be versatile and have experience of tendering contracts across multiple categories of spend
  • be MCIPS qualified or have other relevant professional qualifications or alternative experience
  • champion best procurement practice across the Council and steer clients accordingly
  • be able to develop and advise on procurement strategies designed to achieve best outcome for the council
  • have a good understanding of the current construction and economic markets to help steer procurement strategies
  • be a confident communicator with proven relationship management skills and customer focus
  • provide support and guidance for team members
  • take full responsibility for all your advice and guidance
  • have a working knowledge of social value and zero carbon strategies and be able to help the Council develop these drivers in its tendering practices.

Both roles are essentially remote working posts, occasional attendance at the Council Offices in Ealing, W5, will be expected.

This role is deemed customer facing and as such you must have a command of spoken English which is sufficient to enable you to effectively perform the role. This requirement relates to Part 7 of the Immigration Act 2016.

This role is subject to Ealing Council’s enhanced vetting process.
